The military action in Iraq is also part of a worldwide war -- for public opinion.
Civilian casualties will have much to do with shaping the ultimate verdict on the war, and whether it's perceived as noble, or not.
Sensitive to that, and, no doubt, also simply out of a sense of humanity, American commanders have avoided bombing as many as three dozen high-priority Iraqi targets for fear of civilian casualties.
Still, the Sydney Morning Herald estimates that there have been more than 200 civilian casualties so far in Iraq.
