As FBI agents combed the devastated U.N. compound in Iraq for clues to what happened and to recover victims, authorities in Washington are also searching for answers. How should the U.S. react? Send more soldiers? Spend more money? Or wait and fight the guerilla war that Iraq has become, while trying to win Iraqi hearts and minds.

Attacks on U.S. forces before yesterday were being described by American commanders as guerrilla campaigns by Saddam loyalists who had little public support. However, many Iraqis believe what is emerging now is an alliance of religious and nationalist Arabs, driven by a mutual hatred of the West.
