In a breakthrough today for enlisting international military help in postwar Iraq, Russia has now indicated its willingness to send troops. France and Germany are still holding back, but new dynamics are at play now that the Bush administration has reversed course on involving the U.N. in Iraq.

The behind-the-scenes story on the Bush administration and U.N. involvement is vividly reported this morning in the Washington Post, featuring a seeming end-run by Secretary of State Colin Powell around Secretary of Defense Donald Rumsfeld.
