Bush Pushes Korea Plan

According to South Korean military officials, North Korea tested an anti-ship missile off its east coast today.

Though South Korea is downplaying the episode as part of the North's annual military exercise, it came on the heels of a new proposal by the Bush administration for a five-nation security guarantee, a written pledge that the U.S., China, Russia, Japan, and South Korea would promise not to attack North Korea if North Korea gives up its nuclear ambitions.
