This Thanksgiving week of 2003, historic legislation passed Congress. Medicare reform will affect every single American, if they live long enough, anyway.

In years to come, when Americans look back on the $400 billion Medicare bill, some say the question asked about it will be: how in the world did Congress back in 2003 ever think they could pay for this thing?
