U.S. Says Iraq Resistance Seeks Al Qaeda Aid

American officials say they've discovered a detailed proposal outlining plans for an insurgent uprising in Iraq.

The 17-page document, which the U.S. says was written by an Al Qaeda operative, recommends that insurgents start attacking the country's Shiite majority in an attempt to align Sunnis with religious extremists. The result, the document predicts, would be all-out war.

The document was discovered in January in Iraq.
