Rice to Testify in 9/11 Hearing

Under increasing political pressure, the Bush administration is performing an about-face, allowing National Security Adviser Condoleezza Rice to testify in public under oath before the commission investigating the 9/11 terrorist attacks.

The White House sent a letter to the independent commission describing the change in policy. It also said it would make President Bush and Vice President Dick Cheney available to speak before a joint private session of the full panel.

All offers of testimony were on condition that they would not set a precedent under the constitutional separation of executive and legislative powers, an administration official said.
