The Bush administration has come under criticism for its close ties to Saudi Arabia, a country where Democracy is never practiced and scarcely understood.

Now, under intense international pressure to modernize, Saudi Arabia has announced plans to hold municipal elections in forty years. The February elections have already been postponed twice, and only half of the seats would be elected, and the rest would be appointed.
