Bush Says Democracy Key in War on Terror

Speaking before an appreciative audience at the National Defense University in Washington, President Bush today vowed to fight tyranny worldwide for as long as it takes in order to end terrorism against the U.S. He called for new thinking in Washington, and in the Middle East.

The president promised to stay on the offensive until the fight is won. His comments come as foreign leaders are meeting for a four-day anti-terrorism conference in Madrid, where the Brazilian president warned that unilateral responses to terrorism were inadequate and risky.
