Advocates for the arts say the slashing of arts funding that took place over the past few years appears to be leveling off. That's good news not only for big cities, but also small towns where arts-driven economic development is fueling a revitalization.

John Villani is someone who's paid a great deal of attention to small art towns in the U.S. and Canada. His book "The 100 Best Art Towns in America" is now in its fourth edition.
