The Bush Bypass

Calling him a skilled diplomat and tireless defender of the nation's values, President Bush today skipped over the stalled Senate nominating process and named John Bolton U.S. ambassador to the United Nations. President Bush made the temporary recess appointment just days after Congress went on its annual summer break. Democrats, having held up Bolton's nomination for months, say that Bolton is already damaged goods because he now goes to the U.N. without the full support of the Senate.
