FEMA's new acting director says his top priority is new homes for tens of thousands of hurricane Katrina evacuees.

David Paulison was appointed acting director of the Federal Emergency Management Agency after Michael brown stepped down yesterday. Brown was widely criticized for the government's response to the storm.

But are the agency's problems behind it?

For an answer we turn to Jane Bullock, a former FEMA chief of staff under Bill Clinton's administration and now a risk management consultant.
