The White House is watching to see if the results of today's off-year races reflect declining poll numbers for President Bush. Democrats hope for momentum that could lead to bigger gains in the mid-term congressional elections next year and the presidential race in 2008.

President Bush rushed to campaign for the gubernatorial race in Virginia yesterday. Both that race and the governor's race in New Jersey have broken spending records and been particularly nasty.

In Calfornia, four ballot questions will test public support for Republican governor Arnold Schwarzenegger. The initiatives would cap state spending, rein in public employee's unions, and take away redistricting power from the state legislator.
