Parsing Rice's Words

On the last leg of her European tour, Secretary of State Condoleezza Rice has gone to unusual lengths to try to clarify the U.S. position on torture and abuse of terror suspects abroad. Today at a NATO press conference, Rice said she cannot guarantee that detainees won't be abused again.

At a dinner with European foreign ministers last night, Secretary Rice initiated and led a long discussion on torture and the alleged CIA prisons that have roiled Europe for the past month.
