The Oil Addiction

Lawmakers in the House of Representatives have passed a measure to fine energy companies up to $150 million if they're caught price-gouging. Congress is eager to be seen doing something now that gas in much of the country is selling for $3 a gallon. But they don't have many options.

Oil prices fell today for a second day in a row. Despite that, gas prices are still high, and consumers are still filling up. So, what would it take to get them to slow down?
Would taxing the oil companies for their huge profits have any effect on the cost of gas?
