Schwarzenegger and Blair Tackle Emissions Story aired: Monday, July 31, 2006
California Governor Arnold Schwarzenegger is reportedly planning to sidestep the White House, by arranging an agreement with Britain that would reduce greenhouse gas emissions. The plan would establish a trans-Atlantic market of carbon dioxide emissions, allowing companies to either reduce their own emissions, or buy pollution credits from other companies. The proposal appears to be modeled after the European emissions trading program set up by the Kyoto Protocol.
