The Iraq Study Group's report calls for a "diplomatic offensive" to what they said was a "grave and deteriorating" situation in Iraq.
Switching from a less combative role to a more political role might not be a permanent solution according to an excerpt from the report: "There is no path that can guarantee success, but the prospects can be improved."
