Congress and the "Surge"

President Bush prepares for his much anticipated speech tonight, and it has been well-leaked that he will propose more U.S. troops for Iraq.

Democrats and Republicans are divided over how to react to the speech. Not all Republicans agree with what Bush is calling a "troop surge." And the Democrats, now in control of Congress, cannot agree on whether or how to cut off any funding for a troop increase.
