Congress returns to Washington today after a week's break still struggling to find a solution to the program of Iraq. Democrats in the House, having passed a symbolic measure against the president's troop surge, reportedly cannot agree on the next step to change the course of what is an unpopular war. Nor can the Senate agree, who earlier this month sidestepped a vote on the war.

We speak with Mark Halperin, political director for ABC News and co-author of "The Way To Win: Taking the White House in 2008."
