NYC Mayor Touts Fee For Motorists

If New York City mayor Michael Bloomberg gets his way, motorists who drive into parts of Manhattan will have to pay a "congestion fee." Bloomberg floated the idea on Sunday, Earth Day, as one of a number of proposals to cut down on greenhouse gases and improve the city's air quality. New Yorkers had mixed reactions to the news.
