Who Lost Iraq?

Former Assistant Secretary of State James Dobbins says the current debate over U.S. failures in Iraq must move on beyond easy conclusions and politically-charged finger pointing. He says in order to avoid future foreign policy debacles the country needs to understand the complex web of failures that lead to the mess in Iraq.
