What is Waterboarding?

The Senate Judiciary Committee has voted 11-8 in favor of Judge Michael Mukasey becoming the next attorney general.

One of the controversies that has surfaced during Mukasey's confirmation process concerned the use of "waterboarding" against suspected terrorists.
