The latest economic news is not good. The Commerce Department says construction spending plunged 1-point-7-percent in January, the largest drop since 1994. And the Institute for Supply Management says U.S. manufacturing fell to its weakest level in 5 years last month. Meantime, oil prices surged to a new record high. We crunch the numbers with Nariman Behravesh, chief economist for Global Insight.
