It offers full tuition and living expenses at a four-year state college or university to anyone who has served at least 3-years in the military since the attacks of Sept. 11.
Congress passed it with overwhelming majorities, but the President and the Pentagon say it will harm the military and possibly endanger U.S. forces fighting abroad. Sen. McCain is proposing an alternative plan.
